TDC, PORMAL NANG HINILING SA DEPED NA SUSPINDIHIN ANG RPMS PARA SA SY 2023-2024

The Teachers' Dignity Coalition (TDC) earnestly requests that your good office relax or totally suspend the implementation of the IPCRF/OPCRF for the school year 2023-2024. This policy pertains to the application of RPMS in the Department of Education (DepEd). Suspending the RPMS in DepEd aligns with the intent of Executive Order No. 61, which suspends the Results-Based Performance Management System (RBPMS) and the Performance-Based Incentive System (PBIS) in the government service.


While we recognize that the suspension takes effect only in June 2024, Section 5 of the Order states that fiscal year 2023 is a transition year for the PBB, an incentive closely related to the RPMS and PBIS. Thus, the IPCRF and OPCRF of our school employees for SY 2023-2024, on which the PBB 2023 is based, may also be relaxed if not suspended entirely.

This issue with the RPMS-IPCRF has caused confusion, and even conflict, among our personnel in the field for over a month. The situation has been exacerbated by conflicting claims and instructions.
